Members of a joint UK Borders Agency (UKBA) and police task force made two arrests in Manchester Monday as part of a major investigation into a suspected visa scam.

Flerida Frost, 49, of Morland Road, Manchester who also goes by the name of Fatima Dudha and a 39 year old Bangladeshi man of Shillingford Road, Manchester were taken into custody.

Frost, originally from Nueva Ecija, was arrested on suspicion of assisting unlawful immigration and fraud by false representation while the man was arrested on suspicion of assisting unlawful immigration.

The arrests were by the UK Border Agency’s Criminal and Financial Investigation team. The UKBA’s Criminal and Financial Investigation team is a specialist unit of police officers seconded from the Metropolitan Police working alongside warranted UKBA officers to investigate organised immigration crime.

Frost and the other man were released on bail until April 22 while enquiries continue. 

A complicated web of deceit has alleged to have been utilized to cheat scores of Filipinos, as well as an unknown number of people of other nationalities, out of thousands of pounds.

The fraud has come about because of changes to British laws regarding foreign student visa holders, specifically those from outside the European Union (EU) and European Economic Area (EEA), and has enabled the fraudsters to dupe the naive and desperate into believing they were eligible for either highly skilled or Entrepreneur visas.

For this "service" they were charged between £4,000 and £8,000. 

Flerida Navarro Frost, also known as Fatima Dudha (above left) controls two businesses, one is known as the Filipino Cultural Forum (above right) located at 32-34 Lord Street, Manchester M3 1HF with the other being Angel Touch Care based in north London.

The offices of Angel Touch Care are located in Central House, an imposing building opposite Finchley Central underground station.

The investigation and arrests had come about because of complaints by victims to lawyers, immigration advisors and others. The UKBA and police were also alerted because of specific complaints from at least two law firms that discovered their websites or their company names had been copied.

The fake law firms offering "immigration" services had been getting visa applicants and charging them high fees and not providing the services.

In one case, a firm of lawyers with two offices, one in Manchester and one in Oldham, had been contacted by a relative of a man in immigration detention as well as by a charity representing a woman in a similar position. In both cases £4,000 had either been paid or was being demanded to enable release by the fake "Lloyds" of the people from detention by the UKBA. When the real Lloyds Law were contacted, at first they were bemused but then quickly realized a scam was in progress.

In the other case, a law firm with three offices in Yorkshire were being contacted by potential clients of another fake law firm, "Simmonds & Parker". In this case the website of the real law firm had been copied even down to the phone numbers of the Yorkshire based law firm being left  in place.

When this company realized what was happening because of calls from visa applicants, they, like Lloyds Law of Manchester quickly contacted the police, Home Office/UKBA, their professional body the Solicitors Regulatory Authority. the Law Society of England & Wales as well as the Scottish Law Society.

Angela Stull, head of immigration at Lloyds Law, told Balita Pinoy that the two main things in this case were that the amount charged was excessive, and that in the case of the enrepreneur visas, it should always be the applicant who arranges the funding, not the lawyer/advisor because of the obvious conflict of interest.

For submitting a visa application an immgration lawyer or advisor should charge around £1,000. Stull added that this would be a reasonable charge for processing and should only go up if there are appeals to tribunals or higher courts. Reasearch by Balita Pinoy has borne this out.

This was in addition to Filipinos who had been complaining of paying money for visas and not getting them.  

The Google street views above are of three addresses which are Mail Box offices. The fake Lloyds Immigration, Simmonds & Parker "solicitors" and Simon & Co "solicitors" all gave as their office addresses the Mail Box offices. 

The top photo is of a Mail Boxes mail-drop office in Central London (Great Russell Street), the grand headquarters of Lloyds Immigration solicitors (see screen shot of website below) with another office in, surprise surprise, Manchester. The contact phone number in London however is of an 0208 number which is for Outer London, and does not even work. This same phone number appears on the letter heads and forms Lloyd Advisors have given to Filipino victims. The address given for Lloyds Immigration in Manchester (792 Wilmslow Road, Didsbury) is also that of a branch of Mail Boxes. Both offices have confirmed no company named as Lloyds rents a box there.

The center photo is of the Mail Boxes HQ of Simmonds & Parker (Solicitors) LLP. The address given (12 South Bridge, Edinburgh) is just the basic address, with no "box" or "unit" number. Staff at this branch of Mail Boxes have stated that they are not aware of any company known as Simmonds & Parker renting a box there.

The bottom photo is of the HQ of yet another interlinked "legal firm", that of Simon & Co Solicitors. This address is given as Unit 7 (Box 7 in reality), 275 Deansgate, Manchester, M3 4EW. Staff at this branch of Mail Boxes have confirmed the use of this box by the named company, and that it is still renting this box. 

There is a letter which pupports to have been sent from the UK Borders Agency (UKBA) addressed to Simon & Co at that address in reference to an application for an Entrepreneurs visa which is published below.

Both legitimate law firms took action, reporting these websites to the lawyers regulatory authority, the police and the UK Borders Agency with the result the sites were disabled and taken down. 

These two websites (which are now down) have the domains lloydimmigration.com and simmondsparker.com .

Filipino victims have told Balita Pinoy that they were first brought into this situation because of "orientation" sessions.  

There were several such sessions at conference rooms at the imposing headquarter premises of the religious organization the Quakers, the Friends House, on London's Euston Road last summer and fall.

There is no suggestion that the Quakers were aware of the nature of these sessions, or that they knew these sessions were designed to defraud applicants. 

At these sessions, applicants were told they could get the necessary paperwork to get entrepreneur visas for around £7,000.

When Balita Pinoy contacted the Quakers, they initially stated that although the room seen in the photograph looked like one of their conference roomsand that the furniture was the same, they could not identify a booker from either the date we had given them, or that of the names of possible participants or company names.

However, last Friday we interviewed 15 victims, who pinned down one exact date of an "orientation" session, which we then communicated to the Quakers. This brought a totally different response.

A spokeswoman for the Quakers stated that they did not wish to comment on this matter further, and that they would only talk to the immigration authorities or police. She stated that she had heard the broadcast at lunchtime Monday by the BBC's "You & Yours" program on the visa fraud case and realized that this matter contained serious issues.

These "orientation" sesions stopped at the Quakers building opposite Euston Station and moved to Central House in Finchley sometime last fall.

Yes, they are victimised but also they are victims of their own doings, in the sense that they didnt do their homework and stepped forward to deceive the H.O. for their own benefit.

A question to ask is "why would people look for something too good to be true?" and also "did these people, who tried to apply or applied for Ent. Or HS visa, breach the immigration rules and tried to deceive UKBA and ultimately the country?"

Any recourse to those victimized by these people?

Its all fake, i just checked it and its true. Try to check your sponsorship please. Call the number and you will find out its fake. The same people who runs this thread make money out of desperate visa applicants. Do not take us all for fools. I was amused to learn that the people behind this blog are involved in the same business. They are "agents" who apply people who are desperate to stay in England, for specific student visas which they do not need. How people obviously unqualified can acquire visas as students or even those who graduated with higher degrees back in their respective countries and studies lower diploma courses here in Britain, is beyond me. But Agencies such as yours, you help perpetuate this crime. I doubt these so called "immigration specialist" will help students for FREE. You are no different from these Fraudulent agents you expose. But of course, they are your competitors in this dirty business.

Mabuti naman at natapos na rin to sa wakas. tama lang na nahuli na sila dahil halata naman na di totoo yung entrepreneur visa. Dapat matagal nang naireport yan. Matitigas kc Ang mga ulo, Kahit sabihan nang wag mag-apply nasa Pinas pa Lang. Nagpumilit pa rin. batch namin talagang pumasok kami sa college ng diploma course. Kaya Lang marami talagang reklamo lalo na yung mga estudyante na di makahanap ng regular na trabaho tapos magbabayad pa ng fees sa school and accommodation. Dapat ipagbawal na yung mga agents. Madaming naloloko. Mahirap tlaga Ang buhay student dito sa Uk. Kung inutang Lang yung pinangenroll dito, Hindi talagang mababawi. I do not understand why Balita Pinoy keeps on removing/ editing comments. I do not think I am going beyond the rules of this thread. I am not cursing/ saying profanities here. This is a healthy discussion and I, like all other people here should be allowed to give a piece of our mind regarding this very important topic of Illegal immigration.

After i read all the comments from carlo and anonymous i think anonymous got a point and @carlo ur so defensive ur saying ur future has been taken away right! What is ur visa when u came here in the UK is it student visa is that right? so it means u came here to study then not to work, but on ur complaints looks like u came here in this country to work not to study coz ur seeking for ur future am i right or wrong? Now tell me that ur not fooling the government and u people as far as i know are working cash on hand so it means ur not paying tax! If u really want to renew or get a visa u can get staight to UKBA but why do u need an agent to sort it out for u? I can see that u can speak english and u can read as well so i think that there is no reason that u can't apply on ur own. The thing i can see in here is u want to sort out ur visa illegaly thats why u need an agent to help u coz ur staying illegaly here now am i right mr carlo, plz tell if im wrong to all what i said. All i can say is UK is falling down because of all ILLEGAL IMMIGRANTS hope all of u will get caught and send u back where u came from!

For your information, we don't signed with agent like Flerida Frost, we signed with her Lloyds Immigration Solicitors, secondly, we came in the UK legally and served our purpose here according to Law. We paid our tax contributions and we're not taking advantage on any benefits from UK government. We work hard, fair and straight, we're not stealing like these opportunist and wicked people that obviously you're trying to cover them and finally YES I'm speaking for every Filipino victims that you're trying to humiliate and demean here. By the way, why not ask Flerida if whats the commission for every referrals all about if she claims that applicants came to her not seeking them? As for our level of English, this is us, you might judge it but we're so proud as English is just our Second Language. Filipinos are scattered everywhere because of the ability to speak English. Why not study Latin and see if you'll be fluent on it. I've had enough to say, you're just wasting our time.

You can all say what you want... it all boils down to the fact that you are all coming here in England without the right papers and visas. Did Flerida Frost seek you or did you come to her to sort out your papers? And why did you not go straight to the UKBA if you really intend to legally stay in England. @ Carlo, the only point that I keep on reiterating is that NO court or judge should support a system that rewards people for coming illegally into the UK, working in the black market economy avoiding contributing to UK taxes and social contributions. A these type of people are going to work here illegally for cheap labor. We have enough Cleaners, Kitchen workers, nannies, domestic workers here in Britain. Thank you very much! It should not be allowed and this is damaging to the UK society. All I am against for is illegal immigration. Are you disputing my views because you are one of those people who believes in this system?

You are entitled to your own opinion and that is your opinion. Lets see how it goes. Who are you to chart our destinies in here. There are immigration lawyers to weigh things not your own way. Also, if I may add, this article is a bad journalism. It is a one way, biased report. The Filipinos always bury their heads in the sand, they like pretending they do not know whats going on. Playing "victims". Their identities should also be divulged and UKBA should all detain them. They do not have a business to be here in the UK. They do not qualify for a visa... therefore, should all be sent back to the Philippines. I do not quite agree they are completely innocent... and this is a good point raised by the lawyer on the BBC interview. They know the concept of "show money" and this is for the reason to mislead the UKBA into thinking that they are qualified, when they aren't. The scammers should be asked to pay and serve maximum sentences. And this should also be investigated widely by UKBA as this big web of deceit, lies and scams are happening everywhere in Britain. Very good effort for the UKBA to crack down on these people. The woman should be sentenced for Fraud/ false representation with maximum punishment of 3 to 7 years. The tribunal should also look into these Filipinos who participated in the process. I believe they are not "victims" but they are also accomplices. Here in the UK, Ignorance of the law is not an excuse. They knew what was up and they are willing to go through the process of the crime and pay any amount just to save themselves from losing their legal stay here in the UK. These people are chancers.... if some idiot at the UKBA happened to beleive that the papers are correct and their visas gets issued, then they will not complain. They will be here in the country seeking employment. This had been going on for years but the reason why these people are here, is because the UKBA declined their visas. There are a lot of cases not just for Filipinos but for students of other nationalities coming over from third world countries such as India, Bangladesh etc. applying for student visas but their main purpose is to seek jobs. There should be a regulation to stop these people from taking advantage of the law. Because of these loopholes, these scammers find the opportunity to take advantage of people. Zero Tolerance for these cases. Its a no brainer.

We do applied in good faith and we did nothing wrong for the UK government. We are not so stupid to undergo such things if it's not genuine. We're just a victim of fraud here and with that we're going to fight for our right. We do respect the UK government, it's policies and rules that governs on it. We're the victims here not on our own doings but those oppurtunist and wicked people whom we trusted. We did our homeworks the best that we can. Yes, we're trying to step forward, but no intention to fool anyone. We're not fooling the government. Yes, they are victimised but also they are victims of their own doings, in the sense that they didnt do their homework and stepped forward to deceive the H.O. for their own benefit.

A question to ask is "why would people look for something too good to be true?" and also "did these people, who tried to apply or applied for Ent. Or HS visa, breach the immigration rules and tried to deceive UKBA and ultimately the country?"

Any recourse to those victimized by these people?
