PRECISION TRAINING - OFFICIAL MOVES TO LIQUIDATE RELEASED BY THE INSOLVENCY SERVICE

The British Government's Insolvency Service have officially released news of the start of the winding up of Precision Training after the owners went into hiding fleecing so many people and not providing the training.

The press release is below, and it says their investigations are still continuing, but that no official information will be released until the winding up hearing begins in the High Court in London on the 19th of May.

EDUCATION PROVIDERS PLACED INTO PROVISIONAL LIQUIDATION

Petitions to wind up two companies that offered NVQ training courses were presented to the High Court on 18 February 2010. This follows an investigation carried out by Company Investigations of the Insolvency Service under Section 447 of the Companies Act 1985 (as amended).

Precision Training UK Limited and Aspire Training and Assessment Ltd, received training fees from over 1,000 students and their sponsors,  a large number of students being from outside the UK. Precision was based at a main office in Burnham, Berkshire, and operated nationwide.

The role of the provisional liquidator is to protect assets in the possession or under the control of the companies pending the determination of the petitions. The provisional liquidator also has the power to investigate the affairs of the companies insofar as it is necessary to protect assets including any third party or trust monies or assets in the possession of or under the control of the companies.

The cases are now subject to High Court action and no further information will be made available until the petitions are heard in the High Court on 19 May 2010.

Notes

1. The registered office of Precision Training UK Limited is at 60 – 62 High Street, Burnham, Berkshire, SL1 7JT, which is the former trading address of that company. The registered office of Aspire Training and Assessment Ltd is at 889 Harrow Road, Sudbury, Middlesex, HA0 2RH.

2. The petitions were presented under s124A of the Insolvency Act 1986. The Official Receiver was appointed as provisional liquidator of the companies on 18 February 2010.

3. The Insolvency Service carries out confidential enquiries on behalf of the Secretary of State for Business, Innovation and Skills through Company Investigations of the Insolvency Service.

4.  The Insolvency Service administers the insolvency regime investigating all compulsory liquidations and individual insolvencies (bankruptcies) through the Official Receiver to establish why they became insolvent. The Service also authorises and regulates the insolvency profession; deals with disqualification of directors in corporate failures; assesses and pays statutory entitlement to redundancy payments when an employer cannot or will not pay employees; provides banking and investment services for bankruptcy and liquidation estate funds; and advises ministers and other government departments on insolvency law and practice.

Balita Pinoy makes claims of millions fleeced and they have done a good job of ruining the shivji's well done but why do we read a site that has no contact details apart from a mobile and the publishers of the articles do not put their name down they must be as shady as the shivji's. Thank god for immigration matters and Charles Kelly!! I was a former freelancer for precision and the reason the company collapsed was due to the assessors mostly not doing thier jobs properly sure the shivji's made mistakes but i suppose we all do. i feel for the shivji's but have to say that awarding bodies have to regulate assessors. I work in the USA and things are different here. Balita give us some real news and stop the obvious vendetta against the shivji's Affinity was worst off but they turned into wave so their dirty laundry was hidden. Balita time to tell us about your organisation why are you not as transparent as Immigration Matters?? Well Done Charles Kelly for being a proper reporter and giving us information about what is important to us companies go bust everyday. By the way the facebook antic of Balita about Precision just made it personal for me and many of the people i speak to in the industry. I am sure my negative opionion will be scrapped by balita but i thought people like me may of had enough the same dramatic story maybe next balita could stop their personal vendetta i doubt it though.... it would be good to have other peoples opion on this if my comment is not scrapped

Hey just read the Janet comment. Thanks for that Janet i suppose you are right in what you are saying. The first article about the great british nvq scam was a laughing stock good reporting Balita Pinoy. So it turns out there ws no 4,500 students as claimed by balita i just read the press release so i am sure that there was no 15 million fraud as claimed by Balita. I agree definetly a personal vendetta from balita. The company had 1000 students my maths is not so good but 15 million claimed by balita would be £15,00 per student I agree stick with immigration matters. By the way Balita why dont you tell us about how concept college cannot enroll people but is still charging money to romanian and bulgarian people but not giving training and yellow cards, must be because they pay advertising for you every month. Get real Balita Pinoy it would be nice to see our comments posted this would be interesting i also feel the same as janet

The two comments from grgdraganov@gmail.com and Janet Winderman are interesting because they came from separate IP addresses in San Francisco, and were posted within 14 minutes of each other. The idea of blaming assessors is fatuous as they are employed by the company, and although regulated by the awarding bodies, they are in fact controlled by the company, in this case Precision. Precision's owners, the Shivji's, have never surfaced, are in hiding and have not complied with demands from Companies House investigators to supply company records as they are required to do by law. Affinity/Wave was indeed bad, but the difference in that case was that although many students were left high & dry, what happened there was not actually illegal, and Affinity was in fact liquidated according to British law. Unsatisfactory indeed as Balita Pinoy reported, in the case of Precision as will be seen by the investigator's report when it is published, it will confirm that a fraud did indeed take place. The figure of 4,500 students originated from Precision, the £15 million figure was extrapolated from an average (wrong in this case as it later transpired) payment in the Philippines of £3,800 per student before leaving for the UK. Additional payments being made once the students were in the UK. In fact we have documentary evidence of payments betweeen Php 300,000(£4,376) and as high as Php 400,000(£5,834) being made before visas were processed in Manila. The initial report from Companies House identifies over 1,000 students, they are unable to accurately quantify as the full records are not available. We have identified at least 1,200 students. As for ruining the Shivji's, Balita Pinoy only reported on this issue after Precision had closed and attempted to set up a Phoenix company Aspire. They ruined themselves. Concept College are indeed advertisers, as of this posting they are not closed down and we have not had any complaints from any students.
