SAVE OUR INDUSTRIES ACT: A SNAPSHOT

 

  • There are two bills currently filed in the U.S. Congress on the SAVE OUR INDUSTRIES ACT or SAVE Act - the House Resolution No. 3039 and Senate Bill No. 3170. HR 3039 has 13 sponsors, including Congresswoman Carolyn Maloney of New York's 14th District (Manhattan and Queens). SB 3170 has 3 sponsors.

 

  • SAVE Act will allow the duty free entry of garments cut and wholly assembled in the Philippines, if the essential character of the garment is comprised of U.S.-made fabrics and yarns; 50% reduced duty rate if the garment's essential character is comprised of U.S. spun or extruded yarn.

 

  • SAVE Act is highly innovative win-win trade approach that would help revive the U.S. textile industry and simultaneously preserve and create hundreds of thousands of apparel jobs in the Philippines that are now threatened to be lost to other countries in Asia.

 

  • If enacted into law, SAVE Act will mutually benefit the Philippines and the U.S.

 

Benefits for the Philippines. Garment exports to the U.S. are estimated to reach over US$ 2 billion from US$1.4 billion in 2008. An estimated 200,000 additional jobs will be created in the Philippine garment-manufacturing and apparel sector. (Employment in the sector decreased from 600,000 jobs in 2003 to about 180,000 jobs in 2009.)

 

Benefits for the U.S. SAVE Act will help revive the U.S. textile industry by creating an estimated new demand amounting to $200-300 million in U.S. textile exports to the Philippines within the first 2-3 years. U.S. textile exports to the Philippines are estimated to grow from US$20 million in 2008 to US$550 million when the program is fully implemented.

 

 

WHAT THE FILIPINO-AMERICANS CAN DO

 

  • Filipino-American organizations and individuals in Northeast U.S.A. are encouraged to help lobby for the passage of the SAVE Act by writing to their respective Congressmen and Senators and request them to co-sponsor HR 3039 and SB 3170. Attached is a pro-forma letter.

 

  • Filipino-American organizations and individuals who will write to their respective Congressmen and Senators are requested to furnish the Philippine Consulate General with copies of their letters. Please email scanned signed copies to newyork@pcgny.net.

SAVE Act will benefit the U.S. textile industry and its workers because it will help revive the U.S. textile industry by creating an estimated new demand amounting to $200-300 million in U.S. textile exports to the Philippines within the first 2-3 years. U.S. textile exports to the Philippines are estimated to grow from US$20 million in 2008 to US$550 million when the program is fully implemented.

 

SAVE Act is designed not to interfere with the already established supply chains the U.S. has with its partners in the Western Hemisphere. What it will do is to create an additional market for U.S. apparel fabrics in the Philippines and Asia. It will not have negative impacts on the garment sector of Latin America.

 

We would appreciate very much if you could co-sponsor the SAVE Act and help ensure its passage in the U.S. Congress.
