Angelique Blin, who trades as an immigration/visa adviser under the name of Overseas Angels, has been ordered confined to a psychiatric hospital on the Channel Island of Guernsey for treatment and tests.
Blin, 49 and a resident of Guernsey, is facing trial for theft and fraud and her trial was adjourned last Tuesday after defense lawyers argued she was unfit to stand trial. The trial judge and jurats (jury) heard pleas from both defense and prosecution psychiatric experts on her mental state. After a split (4-4) decision by the jurats, the trial judge used his casting vote and halted the trial for evaluation of Blin's mental condition and whether she was capable of understanding the evidence and charges against her. These charges relate to allegations from people that Blin took money promising to get visas and work permits for them to enter or remain in the UK under false pretences.
Consultant psychiatrist at the Castel Hospital, Dr Peter Turner, said he had read the reports submitted by the two
psycologists, Dr Saal Senevirante from the UK at the request of the defense, and Dr Hazi Haque on behalf of the Crown.
While they agreed Miss Blin needed treatment for mental health issues, they disagreed as to the extent which her alcohol dependency affected her problems.
At the request of Dr Turner, Miss Blin was required to be an in-patient on the Albecq Ward at the Castel Hospital for "as long as is required". The Castel is Guernsey's psychiatric hospital.
Judge Russell Finch asked Dr Turner if Miss Blin should refrain from any business activity while she was being treated. "I would be in agreement with that straightaway", said Dr Turner.
Several bail conditions were agreed. Miss Blin must comply with the advice given by Dr Turner. She must reside on Albecq Ward and leave only when granted permission by Dr Turner. Miss Blin must abstain from alcohol and all other non-prescribed substances throughout, and take medication as directed.
"If you breach these you will be brought back here, and it is very likely you will be locked up. That will almost certainly happen", said Judge Finch. Blin assured the judge that would not be necessary.
Her case has now been adjourned, and will be reviewed in the Royal Courts on August 12th this year.
