SEIZED DOCUMENTS, LAPTOP & FLASH DRIVES REVEAL NPA's EXTORTION ACTIVITIES

The communist rebel movement in Catanduanes generated from its extortion activities P1.1 million last year and is making more this year from “permit-to-campaign, permit-to-win (PTC-PTW)” fees being demanded from local candidates, the Philippine Army (PA) revealed here.

From a candidate for congressman of the lone district of the province alone, the New People’s Army (NPA) is demanding P2.2 million as PTC-PTW fee, according to Lt. col. Romeo Basco, commanding officer of the PA’s 83rd Infantry Battalion based in the nearby San Andres town.

For candidates in the municipal up to the provincial levels, Basco said, the PTC-PTW prices range from P10,000 to P500,000 depending on the positions being sought.

The NPA had around 500 PTC-PTW cards intended for all candidates in the province from town councilor, vice-mayor, mayor, provincial board member, vice-governor up to governor and congressman, Basco said.  NPA documents captured in Catanduanes bares rebels’ money trail
