The implementation of a law penalizing war crimes, genocide and other crimes against humanity lacks the final requirement for its effectivity -- publication in the Official Gazette or in two newspapers of general circulation.
Commission on Human Rights (CHR) Chairman Leila M. de Lima said in a press briefing yesterday that the office of the press secretary confirmed the non-publication of the law citing budget constraints.
Republic Act 9851 or the "Philippine Act on Crimes Against International Humanitarian Law, Genocide and other Crimes Against Humanity" was signed into law by President Gloria Macapagal-Arroyo on Dec. 11 and passed by the Congress last October.
"The en banc had agreed to issue a resolution on the matter, echoing with serious concern the clamor of civil society groups to pressure the executive department into fulfilling the last legal pre-requisite to the effectivity of RA 9851," she said. FULL STORY
