An American man has been arrested here for allegedly drugging and raping a teenage girl in Cagayan province, police said.
Scotty Brown, from Mississippi, was arrested after an 18-year-old student claimed she blacked out after he gave her a drink at his house on Sunday, said Chief Superintendent Roberto Damian Thursday.
"When she regained consciousness she found Mr. Brown on her having sexual intercourse against her will," said a statement released by Damian, the chief of police in Cagayan province, where Brown was living. FULL STORY
